When an item is upgraded, its type of base changes. Upgrades to a normal item result in an Exceptional variant, while upgrades to an Exceptional version create an Elite. The item will keep the stats it had prior to upgrading, and will also receive an additional bonus of its new base type. The bonus is randomly chosen. It could be a weapon with a greater damage range, an improved reloading speed, or an enhanced max defense roll.
The number of upgrades you make will determine the amount of extras you will receive. Each upgrade will boost the additional benefits by an increment of 1 up to a maximum of three. Additionally, each upgrade will also increase the main stat by +1.
Some upgrades also give you an additional random boost in addition to stat enhancements. These boosts can be important and should be considered when deciding what items to upgrade. Some items have an inherent boos that are less effective when upgraded, like the Goldwrap which provides extra potion slots. These are usually upgraded to add value to a perfect or near-perfect item.
Costs
There are a few costs that are associated with upgrades to items. The most significant cost is the upgrade itself. The cost for this upgrade can be costly and is contingent on the new level of the item as well as the number of perks it receives. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.
The second is the cost of items needed to upgrade. The items used are typically either Power Dices (dropped by monsters 21and up) or Minerals and Erons (obtainable by completing certain Mists of Pandaria or Warlords of Draenor quests). In some instances the upgrade will provide additional perks that can be selected from a variety of perks.
Rarely, the advantages acquired will cost more than one perk slot; in these situations the upgrade will replace the highest-cost perks. These modifications are based on an item's ilvl, and may require special materials, such as the adamantine.
